World Computer Congress 2010

The World Computer Congress 2010 (WCC2010), on the theme "Build a Better World" will be held in Brisbane, Australia. The website for the event was launched recently, but has a few problems (invalid markup and fails an accessibility test), but works okay on a smart phone. I was President of the ACS when it hosted WCC1996.

The World Computer Congress is the International Federation for Information Processing, IFIP's main global event. The Congress is held every 2 years by a host nation.

The event is the forum for international research and collaboration with industry. The event brings together industry, community, education, government, technologists and professional associations, to examine the state, the future, and stewardship of information technology for the globe.

International IT Professional Certification

According to media reports, the International Professional Practice Partnership (IP3) of the International Federation for Information Processing (IFIP) has accredited the Australian Computer Society (ACS) as the first organisation to award International IT Professional (IITP) certification. This is based on the ACS' existing Computer Professional (CP) Program.

IFIP started work on the global certification in 2007 with a task force chaired by British Computer Society, along with the Australian Computer Society, Canadian Information Processing Society, IEEE Computer Society and the Computer Society of South Africa.

IFIP Digital Library on an iPhone

A few weeks ago I sent out a request for people to test the IFIP Digital Library I am helping set up. One reply complained about the sideways scrolling needed. I didn't understand what this was about until I happened to be in the foyer of Apple's offices in Sydney. There was an iPod touch on demonstration and so I typed in the IFIP DL address. The web page came up but with a very narrow column of text, too small to read. I used the iPod's pinch interface to zoom out and it was readable. I was also able to select a paper and read the full PDF text on the little screen. I don't know how many will want to read technical ICT research papers on a pocket size device, but it was impressive it worked.

But why did the text start out so small? I noticed the banner image in a thin strip across the top of the page. IFIP wanted the Digital Library to have the same corporate look as the rest of their web site. So I had to work out how to change the standard interface of the Open Journal Systems (OJS) free open source publishing software to have IFIP's colours and layout. Changing the colours was not too hard, but getting the layout was harder. I used an extra CSS style sheet, which OJS has provision for, to override the defaults. This was made a little more complicated as I wanted a design which would be efficient in the use of bandwidth, would be accessible for the disabled and work on hand held devices.

One compromise I made was to use the same banner as on IFIP's home page. But what I hadn't noticed was that this image was thousands of pixels wide. The image was trimmed to fit the full screen width, using CSS on their site. But in my implementation the banner made the page wider. This did not normally matter as the extra was off the side of the screen. But the Apple Safari web browser shrank the page to fit the whole width of the banner, reducing the column of text under it in proportion and making it tiny. The iPhone presumably does this as scrolling sideways on the tiny screen is a problem.

The most efficient way to fix this problem is to trim the image to the width of a typical screen (it is a waste to send an image and then have the browser throw away half of it). I did this and it worked fine on my own display. I then got more adventurous and decided to remove the text "International Federation for Information Processing " from the banner. Good design says that you should not have text in an image as this is harder to read and makes the image larger. So I carefully blurred out the text, told OJS to insert it as text and then changed the CSS to put the banner image under the text.

Aligning the text with the IFIP banner so it looked like the original took a lot of trial and error. The result is not perfect: the original text has a grey shadow around it which can't be reproduced easily with CSS (current browsers do not support CSS's text shadow function). I then spent hours trying to duplicate the shadow in a portable way, before realising this was a waste of time. But then I thought it did not look too bad and looks much better for people who can't see the image.

However, when I looked at the result on a higher resolution screen (at the National Library of Australia) I found the shortened image did not fill the whole screen and was being repeated. I will need to make the image longer, stretch it to fit or just fill the space with plain color.

Also I find that I had changed the "Contents" screen earlier to insert the banner. To do this I had to change the OJS source code. The result was that the system was inserting two copies of the banner one over the other. I will need to manually adjust the code.

International Alignment and Accreditation of Australian ICT Courses

In its August 2008 newsletter, the ACS announced that some of its online postgraduate Computer Professional Education Program has been revised to incorporate the Skills Framework for the Information Age (SFIA) competencies. Also the International Federation of Information Processing (IFIP) held an accreditation assessment of the ACS for the International Professional Practice Partnership (IP3) , with a result expected in September at the 20th World Computer Congress (WCC 2008).

Charles Hughes, Chairman, International Professional Practice Partnership (IP3) is one of the keynote speakers for WCC 2008. IP3 is intended to provide international professional standards for ICT people.

Testing IFIP Digital Library OAI Interface

For those wondering what the OAI interface I was asking librarians to test for the IFIP Digital Library: The Open Archives Initiative (OAI) defines a standard computer to computer interface (OAI-PMH) which can be used to query a digital library to see what information it has and in what formats. The IFIP Digital Library uses the Open Journal Systems (OJS) open source publishing system which has OAI built in.

Normally you would point your own OAI software at the address of the IFIP DL and it would send transactions and extract data into your system. But you can also use some test tools to see what is happening. One of these is the Open Archives Initiative - Repository Explorer. With this you supply the address on an OAI system and then can pass queries and see the data. There is also an automatic test which sends a series of queries and checks the answers. These are used in the Conformance Testing for Basic Functionality, Error and Exception Handling by the OAI Registry. Here are the results of the test on the IFIP DL:

IFIP Digital Library

The ACS is setting up a Digital Library for the International Federation for Information Processing to publish ICT conference papers, with the technical assistance of the ANU. Please try out the interfaces and let me know what you think. So far there are only a few conferences available. For old conferences the archive has only an abstract for each paper and a link to the commercial publisher. For some new conferences the full text of the paper is provided (with an Open Access licence).
  • LOCKSS (Lots of Copies Keep Stuff Safe) has been enabled for the librarians who may wish to test they can archive it via the LOCKSS Publisher Manifest.
  • OAI (Open Archives Initiative) has been enabled for those with compatible archives to try, via the OAI-PMH Interface.
The IFIP Digital Library uses the Open Journal Systems (OJS) open source publishing system. This was used in preference to Open Conference Systems (OCS), as at the time OJS was more mature software. Also OCS provides conference management facilities not needed by IFIP and OJS was better for handling multiple conference volumes.

IFIP World Computer Congress in Brisbane in 2010

The Australian Computer Society (ACS) won the bid to host the International Federation for Information Processing (IFIP) World Computer Congress in Brisbane in September 2010. This is a bit like the Olympics of IT, including the politics, complexity and cost of an international event. I was the ACS President when it was last held in Australia in 1996.

The President of IFIP, Professor Klaus Brunnstein from Germany, announced Australia’s success in Ethiopia on 26th August as part of IFIP’s General Assembly deliberations. The ACS overcame rivals China, India and South Africa to secure the rights to host the Congress.

More than a thousand Information and Communication Technology (ICT) leaders from around the world are expected to attend the Congress, which will generate significant opportunities for sponsors to market to this elite international community.

IFIP is the leading international body for Information & Communications Technologies and Sciences. A United Nations-founded organisation, IFIP has more than 85 member bodies or affiliated ICT associations representing over 800,000 influencers and professionals world-wide.
